An elderly parent's net worth must be completely used before medicaid will pay nursing home care, right?

QUESTION:

An elderly parent's net worth must be completely used before medicaid will pay nursing home care, right? Isn't it a fact that alot of families see that the elderly parent has no net worth when they enter the home? i.e. gives it all away to grandchildren first.
Does the typical nursing home have one waiting list for medicaid residents and another waiting list for self-paid residents?
Is there a legal way to fund either all or part of nursing home care with charitable gifts of appreciated property? mutual funds, stock, etc. At least you don't pay capital gains taxes on the appreciated property.

ANSWER:

There probably isn't a site for church related homes per se. I can't vouch for most of these links, but a search has yielded the following:
The Administration on aging has lots of information on its site including the eldercare locator, a directory and links to state and local agencies on aging. http://www.aoa.dhhs.gov/
HCFA has a nursing home comparison page with information from the state surveys (inspections) of nursing homes called nursing home compare http://www.medicare.gov/nursing/nursinginterim.html
Illinois State dept of public aid- handles Medicaid http://www.state.il.us/dpa/medsubc2.htm#Nursing Homes Services
The Illinois dept of aging is http://www.state.il.us/aging/
Local area agencies on aging also have web sites which should be accessible from AoA or the state office. They should have information about all the facilities in your area and what kind of life care plans might be available.
The American society of homes and services for the aging is for nonprofit homes: http://www.aahsa.org/
